Union Public Service Commission (UPSC) is India's central agency which conducts several examinations for the recruitment of eligible candidates for government services. The important exams which are conducted by UPSC include Civil Services Examination, Indian Forest Service examination, Engineering Services Examination, Combined Defence Services Examination, National Defence Academy Examination, Naval Academy Examination, Combined Medical Services Examination, Special Class Railway Apprentice, Indian Economic Service/Indian Statistical Service Examination, Combined Geoscientist and Geologist Examination, and Central Armed Police Forces(Assistant Commandant) Examination. Every year, lakhs of candidates appear for the highly competitive exams conducted by Union Public Service Commission. It would be interesting to note that UPSC was set up on October 1st, 1926. There were certain factors which led to the formation of UPSC. Firstly, the Indianisation of the superior Civil Services became one of the major demands of the political movement which compelled the British Indian Government to consider setting up of a Public Service Commission for recruitment to its services in the territory. The limited advisory functions failed to satisfy the peoples aspirations and the continuous stress on this aspect by the leaders of our freedom movement resulted in the setting up of the Federal Public Service Commission under the Government of India Act 1935. The Union Public Service Commission has been established under Article 315 of the Constitution of India. The Commission consists of a Chairman and ten Members. The Commission is serviced by a Secretariat headed by a Secretary with two Additional Secretaries, a number of Joint Secretaries, Deputy Secretaries and other supporting staff. Competitive examinations are being conducted every year for the recruitment to services & posts under the Union and the recruitment to services & posts under the Central Government is done by selection or through Interviews. Another important function of UPSC is to advise on the suitability of officers for appointment on promotion as well as transfer-on-deputation. UPSC also advises the government on matters such as recruitment, disciplinary cases, miscellaneous matters relating to grant of extra ordinary pensions, reimbursement of legal expenses etc. UPSC is among the few institutions which function with both autonomy and freedom along with the countrys higher judiciary and lately the Election Commission.At present, Union Public Service Commission of India has 42 regular examination centers, where every year they conduct Several Indian Civil Services Examination. UPSC also publish information regarding various exam, results and issues notification regarding the official notifications and the results of exams. UPSC has to present a report the president about the work done by the Commission and on receipt of such report, the president shall cause a copy there of together with the Memorandum explaining, as respect the cases, if any, where the advice of the Commission was not accepted, the reasons for such non-acceptance to be laid before each House of the Parliament.Currently, UPSC has been asked to take steps to include third gender in UPSC exam by the High Court. Union Public Service Commission is soon going to revise the upper age limit for the prestigious Civil Services Examination (CSE). The commission may reduce the upper age limit to 26.At present, the candidates between the age group of 21 and 32 years are eligible to appear for the examinations. The commission is thinking to reduce the upper age limit by 6 years to insulate the aspirants those who are currently preparing for the exam. However, there would be no reduction in the upper age limit for the SC/ ST category candidates which is presently 37 years. Prime Minister Narendra Modi appointed a panel to revamp the entire system of the civil services examination. The panel is chaired by former education secretary BS Baswan. Union Public Service Commission has also recently undertaken a project called "SAMPERA" (Screening and Mechanised Processing of Examination and Recruitment Applications). Under the project SAMPERA there will be simplified single sheet common application form for all the examinations. The single sheets will be scanned by using OMR/ICR technology. The implementation of this project will help in high speed scanning of data from forms eliminating manual entry. SAMPERA will also help in accurate and faster generation of Admit Cards, Attendance lists with photo replica and signature facsimile of each candidate, and an error-free list of doubtful cases. The main aim of SAMPERA is to cope up with the increasing volume of applications through innovations and mechanized handling so as to reduce the processing time and send communications faster to minimized errors. The cases of impersonation/malpractices will also be eliminated and wasteful expenditure will be reduced.
